This is a contempt petition moved by the Federation of Nehru Place Associations under Sections 11 and 12 of the Contempt of Courts Act, 1971 read with Article 215 of the Constitution of India,inter alia, on the ground that the Respondent No.1-Ms. Urmila Devi has no right to vend in the Nehru Place area. This, according to the Petitioner, is in violation of orders dated 13th August, 2021 and 07th October, 2021 passed by Co-ordinate Benches of this Court. Hence, the contempt petition has been moved. 2.

After perusing the application, it is directed that this petition shall now be treated as an application in W.P.(C) 8430/2021 titled 'Court on its own motion v. Govt. of NCT of Delhi &Ors.'

The case of Ms. Urmila Devi is that she has a right to vend in this area and has filed an application being CM APPL. 68121/2025 seeking to The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above.

dismiss the contempt petition filed by the Petitioner. Accordingly, this application of Ms. Urmila Devi shall be treated as a reply to the application filed by the Federation of Nehru Place TradersAssociation in W.P.(C) 8430/2021.

It is submitted that there are two aspects that are required to be considered in these matters:

(i) Constitution of the Town Vending Committee; and (ii) Whether any hawking should be permitted in the Nehru Place area as the same has been declared as a no vending zone. 9.

In so far as the first aspect is concerned, the same is being considered by this Court in W.P.(C) 6585/2018 titled'Sewa Delhi Union &Ors. v.

Government of the NCT of Delhi &Ors.' which is listed on 12th January, 2026.

Insofar as the second aspect is concerned, let all the Counsels make their respective submissions on 19th February, 2026. 11.

All Counsels for the parties are requested to appear physically in these matters.
