Learned counsel appearing on behalf of the petitioner seeks leave to withdraw the instant petition with liberty to allow him to make necessary submissions before the Appellate Tribunal-Municipal Corporation of Delhi (AT-MCD) in the pending appeal.

Leave and liberty, as prayed, is granted.

Once the AT-MCD becomes functional, it is directed that the petitioner's case for interim relief be heard expeditiously. 4.

Accordingly, the instant petition along with pending applications is dismissed as withdrawn.
