Status Report dated 08.02.2019 has been filed by the Additional Deputy Commissioner of Police, South East District, New Delhi, stating inter alia that investigation has been conducted on the allegation of the petitioner that she had received threatening calls from mobile no. 9650898418, on her mobile no. 9911451296. On conducting enquires, it transpired that the said mobile no. is registered in the name of one Mohd. Farman S/o Iqbal, who is also the registered owner of mobile No. 7836906319, which as per him, was being used by his friend, Nadeem. Mohd. Farman stated that he made calls to the petitioner from his mobile no. 9650898418, to know about the allegations/complaint made by her against

him and not to threaten her.

On 21.01.2019, copies of Hue and Cry Notices relating to the petitioner's missing daughter were distributed and posted in the surrounding area but no information has been received so far. On 02.02.2019, Wireless Messages regarding the missing girl have been flashed all over India; on 03.02.2019, the photograph and description of the petitioner's missing daughter were published in the 'Hindustan Times (English) and Dainik Jagran (Hindi) in all editions in India; on 04.02.2019, request letters have been sent to leading DTH Networks in Delhi and the NCR with a request for broadcasting the photograph and description of the missing girl in their DTH Networks in Delhi and NCR. Only two Networks, Tata Sky and Dish TV have responded and given an assurance that they will make the broadcast in their DTH Networks. Neither Sun Direct TV (P) Ltd. nor Airtel DTH Service or Doordarshan have responded to the request made by the Police, so far.

On 05.02.2019, a team is stated to have been sent to Samastipur (Bihar) to interrogate the suspect, Pintu Kumar but he was not found present at his address. He is stated to be the registered owner of Mobile No. 8750214213. On enquiring whether any efforts have been made by the police to verify on whose name the above number is registered, the reply is in the negative. In other words, no investigation has been done against the registered owner to conduct further enquiries when the user was not found at the address of Samastipur, Bihar.

On a perusal of the Status Report, it transpires though the last order was passed on 14.01.2019 and a copy thereof was given dasti to the learned

Standing Counsel (Crl.) for compliance, it has taken the police upto three weeks i.e. uptil 05.02.2019 to dispatch a letter to the Director Broadcasting Government of India, Ministry of Information and Broadcasting with a request to issue direction to all the T.V. cable operators and DTH service providers in Delhi to telecast photographs of the missing persons and assist the police in tracking them. This is when we had specifically directed Counsel for the State to take steps at the earliest. An explanation be furnished for the delay from 14.01.2019 to 05.02.2019 and a separate affidavit be filed by the Deputy Commissioner of Police (Criminal Cell) PHQ Delhi in this regard.

Fresh Status Report be filed within two weeks with an advance copy to the learned counsel for the petitioner.
