The present application is filed seeking interim bail in NCB Case No. VIII/36/DZU/2024 under Sections 8(c), 21(c), 23(c), 25, 27A and 29 of the Narcotic Drugs and Psychotropic Substances Act, 1985.

The medical status report of the applicant dated 04.08.2025 has been filed by the Office of the Senior Medical Officer, Dispensary, Central Jail No. 04, Tihar, New Delhi110064. A perusal of the same reveals that the applicant has been suffering from numerous medical ailments. The medical report indicates that on 11.04.2025, the applicant was referred to the department of surgery at DDU Hospital as a diagnosed case of bilateral varicose vein. On 16.04.2025, the applicant underwent a test for Doppler Varicose Bilateral Lower limb at The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above.

Subsequently, on 23.04.2025, the applicant was referred to Department of surgery at DDU Hospital as a follow up case of Bilateral Varicose Vein with known case of Diabetes Mellitus for which the applicant was thoroughly examined, and was also advised certain tests including NCCT test. On 03.05.2025, the applicant was sent to Department of Surgery at DDU Hospital for the complaint of swelling forehead for which the applicant was advised to get a review with FNAC report. On 10.05.2025, the FNAC report was examined which suggested that the applicant had 'epidermal inclusion cyst'. On 14.05.2025, the applicant was referred to the Department of Radiology at DDU Hospital wherein the applicant underwent NCCT test which suggested that the applicant was suffering from chronic sinusitis with deviated nasal septum. On 16.05.2025, the applicant was reviewed by Jail visiting surgery SR, and was advised to undergo incision surgery. Further on 22.07.2025, the applicant was referred to Department of Surgery at DDU hospital as a follow up case of fissure in-ano (midline portermely).

The medical report indicates that the applicant is currently also suffering from a number of ailments. The relevant portion of the same reads as under:
"At present inmate patient is suffering from Bilateral Varicose Vein, Chronic sinusitis with deviated Nasal Septum, external hemorrhoids present at 7'o clock position, fissure at 6'o clock position with complaint of bleeding per rectum, Thrombocytopenia (Platelet court 50000), known case of Diabetes Mellitus, for which he is being provided treatment accordingly but despite treatment the patient has reported multiple times in recent past at jail dispensary in emergency as well as OPD for above mentioned persisting complaints and the patient has also referred to Accident & Emergency department, DDU Hospital in view of above mentioned persisting complaints.

From a perusal of the medical history of the applicant as well as his current medical condition, it is apparent that the applicant requires extensive treatment.

It is pointed out that the applicant has clean antecedents. 10.
In such circumstances, considering the medical status of the applicant as well as his clean antecedents, in the opinion of this Court, the applicant is not likely to commit any offence while on bail.

In view of the above, the applicant is directed to be released on interim bail for a period of four weeks on his furnishing a personal bond of ₹10,000/- with one surety of like amount, subject to the satisfaction of the concerned Jail Superintendent, on the following conditions:
a. The applicant shall not directly or indirectly make any inducement, threat or promise to any person acquainted with the facts of the case or tamper with the evidence of the case, in any manner whatsoever;
b. The applicant shall under no circumstance leave the boundaries of the country without the permission of the learned Trial Court;
c. The applicant shall provide the address where he would be residing after his release and shall not change the address without informing the concerned Jail Superintendent; d. The applicant shall, upon his release, give his mobile number to the concerned Jail Superintendent and shall keep his mobile phone switched on at all times. 12.
