Heard the petitioner in person and Mr. Vashisht, learned Standing Counsel for the GNCTD. Mr. Vashisht has tendered before the Court an order dated 29.05.2025 issued by the Department of Health and Family Welfare, GNCTD which is extracted hereunder:- "GOVERNMENT OF NATIONAL CAPITAL TERRITORY OF DELHI HEALTH & FAMILY WELFARE DEPARTMENT 9th LEVEL, A-WING, DELHI SECRETARIAT, I.P. ESTATE, NEW DELHI-110002.

ORDER

In continuation of order dated 20/05/2025 regarding entering legacy data of the period from. 01/07/24 to 03/05/2025 at hospitals under implementation of three New Criminal Laws, the following further clarifications may be noted:

1) Data of currently working doctors will be updated using their MedLEaPR credentials

2) In case of resignation/transfer of doctors, MRD Incharge ID should be created on the MedLEaPR portal and their legacy data should be entered using this ID only.

3) All physical MLCS/PMRs created before MedLEaPR portal went live (Le.04/05/2025) will be used for legal purposes and the doctors who had originally created them will be responsible for the same. MS/MDs of all hospitals shall ensure data accuracy and fidelity w.r.t. PMR/MLC and ensure completion of task strictly by 20.06.2025 positively. This issues with the prior approval of Competent Authority.
