This writ petition is filed by the Petitioner under Article 226 of the Constitution of India seeking the following reliefs:- "a. Issue the writ of mandamus directing Respondent No.2 to issue the Eligibility Certificate expeditiously.

b. Issue the writ of mandamus directing Respondent No.1 to accept the Eligibility Certificate of the Petitioner, after the issuance from Respondent No. 1, as the last date of uploading the Eligibility Certificate, on Respondent No.2 Portal is over on 16th July 2025. The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above.

c. Grant liberty to file additional document/s till the adjudication of ongoing writ petition before the Hon'ble court. d. Pass any order/s deemed to fit in the interest of justice." 4.

The grievance of the Petitioner is that he is a Foreign Medical Graduate and completed his Doctor of Medicine from Colombus Central University School of Medicine, Belize, Central America on 31.12.2024 and seeks to practice Allopathy/Modern Medicine in India, for which qualifying the Foreign Medical Graduate Examination (FMGE) is mandatory as per Screening Test Regulations, 2002. However, owing to delay in issuing the Eligibility Certificate (EC) by National Medical Commission (NMC), admit card of the Petitioner for appearing in FMGE June, 2025 Exam has been kept on hold by National Board of Examination in Medical Sciences (NBEMS), the Exam Conducting Authority.

Learned counsel for NBEMS, on instructions, submits that admit card will be issued to the Petitioner in case the EC issued on 18.01.2019 is valid and subsisting and has not been withdrawn by NMC, on which only NMC can shed light.

Responding to the submission of NBEMS, learned counsel for NMC, on instructions, submits the EC dated 18.01.2019, which is filed by the Petitioner along with the writ petition is a valid document and has not been withdrawn and Petitioner is eligible to appear in FMGE on the strength of this Certificate.

In light of the aforesaid stands of the Respondents, no direction is required to be passed for issuance of a fresh EC and NBEMS is directed to issue admit card to the Petitioner on the basis of existing EC dated 18.01.2019 for FMGE December, 2025.
