The petitioners have filed this writ petition under Article 226 of the Constitution, against the Office of Development Commissioner (Handicrafts), Ministry of Textiles, Government of India, for the following reliefs:

"a. Issue a Writ of MANDAMUS or any other appropriate writ, order, or direction to Respondents to forthwith implement the merger of the cadre of Carpet Training Officers (CTOs) with the cadre of Handicrafts Promotion Officers (HPOs), as per the administrative approvals, and in accordance with the recommendations of the Restructuring Committee Report dated 28.07.2022 with the time bound manner AND b. Direct the Respondents to consider and dispose of the Petitioner's representation in a reasoned and time-bound manner, by passing appropriate orders thereon. AND c. in the facts and circumstances of the case."

The reliefs being sought relate to services under Union of India ["UOI"], and are therefore amenable to the jurisdiction of the Central Administrative Tribunal ["CAT"] under the Administrative Tribunals Act, 1985.

Consequently, Mr. Rishi Kumar Singh Gautham, learned counsel for the petitioner, seeks permission to withdraw the writ petition, with liberty to approach CAT. However, he submits that UOI may be directed to decide the petitioners' pending representations, which are annexed to the writ petition at Annexure P-9.

Having regard to the aforesaid submissions, UOI may take a decision on the petitioners' representation within a period of three months from today. In the event, the representations are undecided or the relief is not granted to the petitioners, they may approach CAT, in accordance with law.

The petition, alongwith pending applications, is dismissed as withdrawn, with liberty as aforesaid.

It is made clear that this Court has not made any comment on the merits of the matter.
