The Petitioner, who has keen interest in sports of shooting, is registered with National Rifle Association of India. The present petition concerns the Petitioner's request for extension of the area validity of the shooting license. The relief sought by the petitioner is as follows: "i) issue writ of mandamus or any other appropriate writ, order or direction in the nature thereof directing the respondent no. 1 to extend area validity of shooting license applied by petitioner on 16.4.2021 vide application number AV2021040007 and/or ii) issue writ of mandamus or any other appropriate writ, order directing the respondent no. 1 to grant area validity of all India for his license (shooter) as per notification dated 12.2.2020 and/or The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above. iii) issue writ of mandamus or any other appropriate writ, order directing the respondent no. 1 to ensure transparent, separate and time bound disposal of the licensee applications filed by shooters which are exempted from government of India as per notification dated 12.2.2020 and/or iv) issue showcase notice to respondent no.1 for hampering the sports carrier of petitioner and/or v) issue appropriate direction in the nature thereof to respondent no. 2, 3 & 4 to expeditated the process of licensing for sports person; and/or" 2.

The Petitioner's grievance stands redressed by virtue of order dated 3rd January, 2024, whereby the Joint Commissioner of Police, Licensing Unit, has granted the Petitioner's request for extension of area validity of the arms license to 'all India'. A copy of the said order is handed over across the board and is taken on record. Thus, the NPB Arms License No. NEWL/7/2021/1 of the Petitioner now stands extended to "All India" in terms of Rule 19(2)(e) Arms Rules, 2016 for the term of validity of arms license.

However, counsel for Petitioner points out that the Petitioner has also requested for the ammunition/ bullets and the said request is pending consideration with the Joint Commissioner. In the opinion of the Court, the grievance of the Petitioner as made in the present petition stands redressed, and no further directions are necessary.

The petition is disposed of and any request for the ammunition shall be considered by the Joint Commissioner on its own merits in accordance with law.
