Having considered the stand taken by the respondent, it appears that the controversy involved herein can be resolved if directions are issued to the respondent to take a fresh decision after fresh inspection. 2.

Accordingly, the respondent is directed to re-inspect the institution of the petitioner and to take a final decision with respect to the entitlement of the petitioner for conferring grant-in-aid.

Let the steps be taken by the respondent with due expedition and to pass a fresh decision within a period of four months from the date of receipt of copy of the order passed today.
