Present public interest petition has been filed seeking issuance of directions to respondents to grant sanction and install CCTV cameras in the petitioner's Constituency i.e. Laxmi Nagar Assembly Constituency as per the Bharat Electronic Limited Survey.

Learned counsel for the petitioner states that in 2020, the then Deputy CM of Delhi gave a speech in Delhi Vidhan Sabha wherein he mentioned about the installation of 1,40,000 CCTV cameras in Delhi for the safety of Delhiites, whereby the objective was to install 2000 cameras per Vidhan Sabha and the cameras were to be installed in all the 70 Constituencies. 3.

He states that the surveys reports were prepared and signed by representatives of RWAs, Market Associations (MAs), Local Police, PWD and Installation Engineers by including the objections/suggestions of residents of RWAs/MAs.

He states that the PWD, GNCTD granted sanction for installation of cameras in different Assembly Constituencies, out of which only Laxmi Nagar was deliberately left out. He states that PWD, GNCTD is following pick and choose policy whereby the CCTV Cameras were only installed in the areas where leaders of the ruling party were elected. 5.

He states that the non-installation of CCTV cameras is negatively impacting the law and order situation of the Constituency of the petitioner and the safety and security of the residents is on high risk. 6.

Per Contra, learned counsel for the respondents/GNCTD states that there is no issue of discrimination in installation of CCTV Cameras. He points out that the petitioner has filed a number of representations addressed to the Chief Secretary, which this Court can ask the Chief Secretary to dispose of in accordance with law.

Keeping in view the aforesaid, this Court directs the present writ petition to be treated as representation to the Chief Secretary, GNCTD, who in turn is directed to decide the same within two weeks, in accordance with law.
