O R D E R

The present petition has been filed seeking the following prayers: "I. Issue a direction to the Government of NCT of Delhi, through the Secretary, Department of Law, Justice, and Legal Affairs, to develop and implement-within a reasonable timeframe-a secure, digital access mechanism for obtaining certified or legible copies of orders in matters involving crimes against women and children and Family Court proceedings, in proceedings pending before courts subordinate to this Hon'ble Court, utilising the existing eCourts infrastructure and subject to appropriate privacy safeguards;

II. Issue a further direction to the Union of India, through the Secretary, Department of Justice, in respect of subordinate courts within NCT of Delhi, to ensure effective implementation of such access protocols across all relevant jurisdictions by- (a) providing the necessary technical and financial assistance; (b) issuing comprehensive guidelines to address data privacy, user authentication, and systemic integrity, especially concerning sensitive case types; and (c) aligning access frameworks with existing practices adopted in appellate and revisional courts to avoid procedural disparity;

III. Direct the appropriate authority to examine the present limitations in digital access at subordinate court levels-particularly in relation to proceedings involving the Petitioner and similarly situated litigants-and to consider issuing uniform directions or clarifications that harmonise access The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above. protocols across judicial tiers, thereby promoting procedural consistency in light of Articles 14 and 21 of the Constitution of India; and IV. Pass such other or further orders as this Hon'ble Court may deem fit in the interests of justice, equity, and institutional coherence." 2.

The prayers sought are extremely broad, overarching and in the nature of a Public Interest Litigation (PIL). As such, it would be apposite for the petitioner to file the present petition as a PIL for consideration by the appropriate Roster Bench.
