Learned counsel appearing for the petitioner, however, submits that the grievance of the petitioner essentially will have to be dealt with by the Collector of Stamp and he submits that this petition to be directed to be treated to be the representation before respondent no.1 and respondent no.1 be further directed to pass appropriate order in accordance with law after affording opportunity of hearing to all concern. 3.

The said submissions seem to be reasonable.
