This writ petition concerns proposed transactions for sale of 1/5th share [16 Bighas 19 Biswas] out of total land measuring 84 Bighas 19 Biswas of land in Khasra Nos. 73//1 (4-16), 10 (4-16), 36//20/2 (2-08), 21 (4-16), 19/2 (2-08), 40//23 (4-16), 24 (4-16), 47//2/2 (2-08), 3 (4-16), 55//11/1 (4-11), 12 (4-16), 13/1 (2-08), 20 (3-0), 3 (4-16), 8 (4-16), 9 (416), 56//23/2 (1-16), 70//12 (4-16), 13 (4-16), 19 (4-16) and 8/1 (3-12) in Village Ladpur, Delhi ["subject land"]. Petitioner No. 3 executed separate sale deeds dated 08.03.2021, concerning 8 Bighas and 9 Biswas each of the subject land, in favour of petitioner Nos. 1 and 2. The only relief sought by the petitioners is a direction that nonavailability of a No Objection Certificate ["NOC"]/Land Status Report ["LSR"] should not come in the way of registration of their sale deeds, subject to the purchaser being bound by the outcome of the pending consolidation proceedings in respect of the subject land. 3.

Mr. Anuroop P.S., learned counsel for the petitioners, relies upon decisions of this Court in Okaya Infocom Pvt. Ltd. & Anr. vs. Govt. of NCT of Delhi & Anr. [W.P.(C) 12122/2021, decided on 10.11.2023], and Smt. Nirmala Devi & Ors. v. Govt. of NCT of Delhi & Anr. and connected matter [W.P.(C) 4046/2025, decided on 01.04.2025], both of which concern land in the very same village 4.

Moreover, a coordinate Bench in Chandan Sawhney v. State (NCT of Delhi) [2024 SCC OnLine Del 8421], following another judgment in Vinod Kumar Rajoria v. Government of NCT of Delhi and Others, [2023 SCC OnLine Del 5446], reiterated that furnishing of a NOC/LSR cannot be insisted upon for registration of a sale deed. 5.

Mr. Sanjay Kumar Pathak, learned Standing Counsel, who is present on advance notice, submits, on instructions, that no acquisition proceedings are pending in this case.

In view of the above, the writ petition is disposed of, with a direction that the registration of the sale deeds will not be refused for want of sanction/approval/NOC or LSR from the Consolidation Officer. The purchaser will be bound by the outcome of the consolidation proceedings in respect of the subject land. It is made clear that registration of the sale deeds in terms of the said order will not affect the rights of any other persons, arising from the consolidation proceedings.
