The present Petition has been filed by the Petitioner under Section 10 and 12 of the Contempt of Courts Act, 1971 read with Section 151 of the Code of Civil Procedure, 1908 for initiation of contempt proceedings against the Respondent, while alleging that there is a wilful violation of the following directions passed by a Coordinate Bench of this Court on 21.08.2024: "1. A request for an adjournment is made by the learned counsel appearing for the appellant. He also states that an adjournment slip is also circulated but the same was moved belatedly.

2. At his request, list on 19.11.2024.

3. On the next date of hearing, the appellant will bring the relevant records."

It is evident that LPA 664/2017 captioned The CPIO Intelligence Bureau (IB) vs. Sanjeev Chaturvedi is pending before the Coordinate Bench and is now listed on 10.09.2025. The initiation of contempt proceedings is a serious matter and it should not be resorted to ordinarily. The Bench while hearing the Appeal possesses sufficient power to compel a party to the litigation to produce documents. However, violation of each and every direction issued by the Bench does not call for initiation of contempt proceedings.

Moreover, the contempt proceedings cannot be initiated against an office, since the Respondent has not even provided the name of the Contemnor.

Consequently, the present Petition is disposed of with the observation that the Coordinate Bench while hearing LPA 664/2017 captioned The CPIO Intelligence Bureau (IB) vs. Sanjeev Chaturvedi will pass order(s) in accordance with law. ANIL KSHETARPAL, J.
