The present writ petition has been filed seeking directions for setting aside the Dishonest Abstraction of Electricity Bill ("DAE Bill") of Rs. 6,50,442/- with due date of 11th August, 2025 against the electricity connection bearing old CA No. 100908072.

This Court notes the submissions raised by learned counsel for the petitioner that the said DAE Bill in respect of the aforesaid electricity connection has been issued without passing any speaking order, or granting an opportunity of any personal hearing or supplying any laboratory report to the petitioner.

Learned counsel for the respondent-BSES Yamuna Power Limited, had taken time to seek instructions on the last date of hearing. 5.
Today, learned counsel for respondent submits that besides the aforesaid Bill of Rs. 6,50,442/-, other dues of approximately Rs. 97 Lacs are due and payable by the petitioner, towards electricity consumption and theft. 6.
He further submits that the respondent is ready to grant a hearing to the petitioner and pass appropriate orders accordingly. 7.
Accordingly, without going into the merits of the case of either of the parties or expressing any opinion as regards the merits of the case, considering the submissions made before this Court, it is directed that the respondent shall grant hearing to the petitioner on 26th August, 2025 at 11:00 am, at the following address:
Enforcement Office - Patparganj, IP Extension, Narwana Road (near Saraswati Kunj), New Delhi-110092 8.
It is clarified that the aforesaid hearing shall be granted by the respondent with respect to the inspection dated 17th June, 2025. 9.
Upon grant of personal hearing, the petitioner shall be granted an opportunity to not only make oral submissions, but also to submit any written submissions, if the petitioner so wishes. 10.
The petitioner shall also be granted opportunity to file requisite documents, if need be.

Likewise, if during the course of hearing, the petitioner seeks any documents from the respondent, the same shall be duly supplied to the petitioner.
