Challenge to the vires of Annexure P-1 is sans pleading contemplated when the case is that the criteria has no reasonable nexus with the objects sought to be achieved and the classification which results is violative of Article 14 of the Constitution of India.

Learned counsel seeks leave to withdraw the writ petition with right reserved to file a fresh petition on the same cause laying a proper challenge to the vires of Annexure P-1.

Granting liberty as prayed for the writ petition is dismissed as not pressed.

No costs.
