The petitioner appears to have approached this Court at various points of time in various writ petitions (CWPs 9446/2015, 7819/2016 & 664/2017). In all these proceedings, he agitated certain common grievances with respect to alleged excessive rates of interest charged by the respondents, his erstwhile employer from whom he had obtained three categories of loans i.e. personal loan, car loan and housing loan. The petitioner had applied and was permitted to voluntarily retire from the services of the Bank in 2002. The interest charged on the advances and loan facilities availed by him as an officer of the Bank was the subject matter of the controversy in the writ proceedings. 2.

During the course of hearing, this Court expressed its inability to entertain the appeal for the reason that the subject matter of the LPA 129/2017

controversy is essentially a civil dispute, which is best left for adjudication by the civil courts. The petitioner, who represents himself in these proceedings, is advised to approach the civil court and claim the amounts which he states are legitimately due to him. 3.

In these circumstances, in case the petitioner approaches the civil court with an appropriate proceeding within four weeks, the same shall be decided in accordance with law. The civil court shall also consider on the merits the application filed under Section 14 of the Limitation Act, excluding the periods spent in agitating the grievances before this Court in various writ proceedings.

All rights and contentions of the parties are expressly reserved. 5.

The appeal and the pending application are disposed of in above terms.
