The present writ petition has been filed on behalf of the petitioner seeking directions to the respondent no. 1, i.e., Municipal Corporation of th August, 2025 and for Delhi ("MCD"), to decide his representation dated 13 directions to respondent no. 2, i.e., Tata Power Delhi Distribution Limited, to decide his representation dated 18th August, 2025, in a time bound manner.

Learned counsel for the petitioner submits that one Mr. Ravinder Singh, son of Sh. Satpal, resident of H. No. 188-A, Gali No.8, Shiv Mandir Village, Delhi-110009, claims to be the owner of the property bearing no. 7/48, Gali No.7, Niranakari Colony, New Delhi-110009. Learned counsel for the petitioner submits that the petitioner resides in adjacent property of the said Sh. Ravinder Singh, situated in Niranakari Colony. It is submitted that Sh. Ravinder Singh has totally obstructed the street and has left a very narrow passage on the street, which is causing hindrance to the petitioner in accessing his own property in Niranakari Colony.

It is further submitted that the said Sh. Ravinder Singh has constructed a room and a bathroom on the street, thereby, causing nuisance to the neighbors, including, the petitioner. Further, he is also using the street for commercial use, which cannot be done as the premises in question is entitled to be used only for residential purposes. 5.
It is submitted that the petitioner has also written complaints to the Special Task Force ("STF") on 13th August, 2025, highlighting the issue of construction by encroaching the public land/street in question. 6.
Issue notice. Notice is accepted by learned counsel for respondent no. 1.

Learned counsel for respondent no. 1 submits that the representation of the petitioner shall be duly considered and an order shall be passed in relation to the said representation.

Accordingly, considering the submissions made before this Court, it is directed that the representations of the petitioner dated 13th August, 2025 to respondent no.1 and representation dated 18th August, 2025 to respondent no.2, shall be considered by the respective authorities. 9.
At the time of considering the representations of the petitioner, the petitioner or his authorized representative shall also be called for hearing. Intimation in this regard shall be given to the petitioner through the counsel, The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above.

After hearing the petitioner or his authorized representative, in case, any unauthorized construction/encroachment is found to have been carried out by the person as named in the present writ petition, requisition action shall be initiated by the respondents, in accordance with law. 11.
Let the representation of the petitioner be considered and disposed of in a time bound manner, preferably, within a period of four weeks from today.
