% 29.02.2016 Present writ petition has been filed challenging the letter dated 28th November, 2014 passed by the respondent, whereby the rule for calculating equivalence of grades earned to percentage scored and determination of 1st class and distinction marks has been laid down. Learned counsel for petitioners states that the impugned letter cannot have retrospective effect as the petitioners had been granted their mark-sheets and degrees prior to the conversion formula. However, this Court is of the view that all applications for conversion post 28th November, 2014 have to be decided in accordance with the said formula i.e. the extant rule. It is pertinent to mention that the validity of the letter dated 28th November, 2014 laying down the said formula has not been

challenged in the present writ petition.

Consequently, the present writ petition and the applications are dismissed.
