O R D E R

The present writ petition has been filed seeking directions to respondent no. 1, i.e., Municipal Corporation of Delhi ("MCD"), to identify the Letter dated 16th April, 2024 issued for de-sealing of the property bearing Khasra No. 619/6, Ground Floor, Chattarpur, New Delhi-110074, and consequently, directions to respondent no. 2 to install the electricity connection in the property in question.

When the present matter was listed for hearing on 25 August, 2025, this Court had passed order in the following manner: "1.

petitioner situated at Khasra No. 619/6, Ground Floor, Chattarpur, New Delhi- 110074, due to the reason that the subject premises was sealed by respondent no. 1. However, it is submitted that the subject premises has already been permanently de-sealed by respondent no. 1 on 16th April, 2024.

2. It is submitted that the petitioner has already paid a sum of ₹ 2,49,906/- to respondent no. 1, on account of which the Judicial Committee through Appeal No. 44/2024, had passed the order dated 20th March, 2024, thereby, allowing the property in question to be permanently de-sealed .

3. Thus, it is submitted that the electricity connection be installed in the premises of the petitioner.

4. Issue notice. Notice is accepted by learned counsels for the respondents.

5. Learned counsel for respondent no. 1-Municipal Corporation of Delhi ("MCD") submits that they have received a letter from respondent no. 2, wherein, respondent no. 2 is seeking information about the status of the property in question .

6. He submits that he may be granted time to seek instructions with regard thereto.

7. Accordingly, re-notify on 28th August, 2025."

Today, learned counsel for the MCD confirms the fact that the property has been duly de-sealed by the MCD. He hands over a copy of the Letter dated 26th August, 2025, written by the Office of Executive Engineer (Bldg.)-II, South Zone, MCD, written to the BSES Rajdhani Power Ltd., which reads as under:

Learned counsel for the MCD submits that though the present petition has been filed by one Mr. Vijay Kumar, the amount deposited with the MCD was by one Mr. Nand Kishore and the Letter dated 16th April, 2024 regarding de-sealing was also sent to Mr. Nand Kishore. 5.

The aforesaid statement made by learned counsel appearing for the petitioner, is taken note of.

Accordingly, once the MCD has confirmed the fact of de-sealing of the property in question, there is no impediment in granting electricity connection in the premises of the petitioner. 8.

This Court takes note of the submission made by learned counsel for respondent no. 2, i.e., BSES Rajdhani Power Ltd., that the petitioner may file another application for fresh electricity connection, which shall be granted with respect to the premises in question, after complying with all the codal formalities.

Accordingly, it is directed that the petitioner shall re-apply for fresh electricity connection with the respondent no. 2, i.e., BSES Rajdhani Power Ltd.

Upon the said application being made, respondent no. 2 shall grant fresh electricity connection to the premises of the petitioner, subject to fulfilling of all the codal formalities by the petitioner, or other authorized person.

With the aforesaid directions, the present writ petition, along with pending applications, is accordingly disposed of. 12.

The next date of hearing of 26th November, 2025, stands cancelled.
