This petition has been filed seeking quashing of the impugned Debarment Order dated 22nd July 2025, issued by the respondent/Ministry of External Affairs ('MEA').

The impugned order debarred petitioner from participating in any tendering process with the MEA w.e.f. 23rd August 2025. 3.

Mr. Aditya Swarup, counsel for petitioner, states that the impugned order, in effect, blacklisted petitioner and is ex facie illegal, arbitrary and disproportionate and was issued without even a show-cause notice affording The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above. He contends that petitioner was only appointed as a Project Manager/Consultant in relation to the project, and the main responsibility of the project was with the Contractor-Telecommunications Consultants India Limited ("TCIL") and the petitioner, as a consultant, cannot be held responsible for any delays.

The issue relates to construction of Polytechnic at Hetauda, Makwanpur District in Nepal under "India-Nepal Economic Cooperation Programme".

Mr. Nishant Gautam, CGSC appears on advance notice on behalf of UOI, and states that there is no objection if petition is treated as a 'representation', which will be considered by respondent. 7.

It is accordingly directed that plea/representation of petitioner be considered within a period of 3 weeks and a reasoned order in that respect be passed.

Writ Petition is disposed of with the above direction along with the pending applications.

Petitioner will be at liberty to assert its right and remedy, if so advised, in accordance with law pursuant to the decision on its representation. 10.
