This writ petition has been preferred on behalf of the Petitioner inter alia seeking a direction to the Respondents to grant him promotion from the date of his joining i.e. 11.01.2010 inclusive of benefits of the Head of the Department with all other consequential benefits as enumerated in the writ petition.

the office of Respondent No.1 and addressed to Ministry of Petroleum and Natural Gas, Government of India, which according to her reflects that representation of the Petitioner for review of CTC and grant of higher grade, dated 11.05.2010 was rejected and he was duly informed of the outcome. Copy of the letter is taken on record.

Petitioner, however, insists that his representation was never decided and he has no communication to this effect. Be that as it may, this writ petition is disposed of at this stage directing Respondent No.1 to examine the representation of the Petitioner dated 11.05.2010 and take a decision afresh within a period of 08 weeks from the date of receipt of this order. A reasoned and speaking order shall be passed by Respondent No.1 which shall be communicated to the Petitioner within one week from the date of the decision. Liberty is granted to the Petitioner to take recourse to legal remedy in case of any surviving grievance. It is made clear that question of delay and laches in filing the present petition is left open.
