petitioners. The relevant part of the order is reproduced as under: "9. The Court has considered the aforenoted facts and contentions. The Respondents have not demonstrated any statutory basis for sealing the premises of the Petitioner Companies, and consequently, in the opinion of the Court, the action of sealing is per se unlawful. Moreover, the Court is of the opinion that the SDM, ex-facie, has exceeded his jurisdiction by attaching all the bank accounts without specifying the amount recoverable from the Petitioners.

10. Furthermore, it is noted that the Petitioners had deposited cheques with the SDM Dwarka to satisfy the recovery certificates. However, Mr. Nayar points out that these cheques are now not likely to be encashed in light of the impugned attachment of the bank accounts. Nonetheless, Mr. Nayar states that the Petitioners shall replace the said cheques with demand drafts drawn in the name of the concerned workmen.

11. In view of the above, the following directions are issued: 11.1. The impugned orders of attachment dated 18th September, 2024, passed by the SDM Dwarka, shall remain stayed. 11.2. Respondents are directed to immediately de-seal the premises of Petitioners, located at C-16 and C-19, Community Centre, Janak Puri, behind Janak Cinema, New Delhi - 110058.

11.3. The SDM Dwarka is directed to immediately issue a necessary communication to the concerned banks, suspending the attachment order dated 18th September, 2024. The Petitioner shall also be permitted to apply to the concerned banks and request for the attachment order to be lifted in terms of the directions passed in this order. 11.4. Once the attachment of the Petitioners' bank accounts is lifted, the Petitioners shall, within a period of ten days thereafter, submit demand drafts in favour of the concerned workmen in lieu of the cheques deposited with the SDM Dwarka under communication dated 18th September, 2024. The said cheques shall thereafter be returned to the Petitioners. 11.

5 Respondents are further directed to file an affidavit disclosing the complete particulars of amounts due from Petitioner Companies under the recovery certificates, copy whereof shall be supplied to counsel for Petitioner. In respect of all such recovery certificates where there is no stay order passed by any court of competent jurisdiction, the Petitioners shall forthwith, on of receipt of such details, submit demand drafts in favour of the concerned workmen, within ten days thereafter with the SDM Dwarka."

that the order of attachment deserves to be set aside. 4.

The Court finds that the blanket order of attachment without specifying any amount to indicate the extent of which the attachment order was enforced will have to be set aside. The liberty, however, is granted to proceed in accordance with law, if occasions so arises. 5.
