Petitioners, who are specially-abled persons, are seeking directions to respondents inter alia to carry out survey regarding their vending rights and issue Certificate of Vending ('COV'), and till such decision is taken, the petitioners be permitted to vend.

In response to the notice issued by this Court, counsel appearing for respondent no.1/New Delhi Municipal Council (NDMC) states, on instructions, that the petitioners, along with their relevant documents, including challans issued by enforcement authorities like Delhi Police etc. and identification documents, may appear before the Directorate Enforcement, North Ward on 6th November 2025 at 11:00 a.m. The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above. Claim of petitioners as regards being subjected to survey and for issuance of COVs shall be considered.

In response to the above, counsel for petitioners submits that documents such as challan and identification documents shall be made available before the concerned authority on the said date, along with other relevant documents which the petitioners intend to rely upon to substantiate their claim for issuance of COVs.

In light of the aforesaid, we deem it appropriate to dispose of this petition by permitting petitioners to appear before said authority on 6th November 2025 at 11:00 a.m., as observed hereinabove. 6.

We expect that the said authority shall communicate the decision taken, as regards subjecting petitioners to survey and issuance of COVs within a fortnight thereafter.

Upon communication of these decisions, in case the decision is adverse to the interest of petitioners, they shall be at liberty to approach this Court afresh.

With the above observations, this petition stands disposed of. 9.

Pending application is rendered infructuous.
