The petitioner is seeking initiation of contempt proceedings against the six respondents viz. respondents No. 1 to 3 who are the officials of Government of NCT of Delhi as also against the respondents No. 4 to 6 who are officials from Delhi Police. 4.

None appeared on behalf of the respondents despite sending advance notice.

At the outset, the present contempt petition is barred by the limitation since it has not been filed within one year of the arising of the cause of action as provided under Section 20 of the Contempt of Courts Act.

Evidently, it is the case of the petitioner that the respondents have been in wilful disobedience of the directions passed by this Court on 01.08.2018, 04.12.2018, 12.04.2019 and 21.08.2019 and placed on record wrong and unsubstantiated facts. Even by his own admission, the cause of action in the nature of fabrication of some reports, if any had arisen against the respondents lastly on 12.04.2019 and 21.08.2019.

Infact, the assertions in the complaint rather making no sense at all. Incidentally, the Division Bench of this Court in LPA No. 677/2023 dated 10.10.2023 had an occasion to observe that the petitioner has been in the habit of filing unnecessary petition. Suffice to state that no foundation has been laid down by the petitioner to initiate action in contempt against the respondents. 8.
