"(a) Issue an appropriate writ, order or direction calling for the relevant records of the Respondent No. 3 and quash the impugned seat cancellation letter dated 16.06.2025 whereby the Respondent No. 3 has been pleased to cancel the provisionally allotted seat of the Petitioner in the Respondent No. 2 Institute as being violative of Articles 14, 15 and 21 of The Constitution of India, 1950. IN ALERNATE Issue an appropriate writ, order or direction including a writ of mandamus, directing the Respondent No. 1 and 3 read down, include and recognize "Wards of serving CAPF/Paramilitary personnel" in Office Letter No. WARB08/Res of Seats/2025/DA-1/5035-42 dated 04.06.2025 read with Office Letter No. WARB-08/Res of Seats/2025/DA1/642-47 dated 16.07.2025 of the Welfare and Rehabilitation Board, CAPFs and Assam Rifles, Ministry of Home Affairs and under Priority VIII under Clause 3.1, Chapter 3 of the Admission Brochure of Joint Admission Counselling (JAC) 2025, while granting admissions, and to duly give effect to the same while issuing Educational Concession Certificates (ECC);

(b) As a consequence of grant of prayer (a) above, issue an appropriate writ, order or direction, including a writ of mandamus, directing the Respondent No. 2 and 3 to grant admission to the Petitioner admission in B. Tech (Electrical Engineering) in the Respondent No. 2 Institute under the category (Schedule Caste + Defence- Ward of serving CAPF personnel);

(c) To direct the Respondent No. 3 to preserve and produce the complete records of the Petitioner pertaining to admission in B. Tech (Electrical Engineering) in the Respondent No. 2 Institute under the category (Schedule Caste + DefenceWard of serving CAPF personnel) before the Hon'ble Court."

It is the case of petitioner that petitioner was initially allotted a provisional seat in B.Tech (Electrical Engineering) Course by respondent no.2 on 12.06.2025 under the allotment category of 'Scheduled Caste' and sub-category of 'Defence' under Clause 3.1 of Chapter 3 of Admission Brochure.

The petitioner duly filled the application form on 25.05.2025 and thereafter deposited the requisite fees on 15.06.2025. However, respondent no.3 vide impugned letter dated 16.06.2025 cancelled the provisionally allotted seat in B.Tech (Electrical Engineering) course in respondent no.2 on the ground that petitioner does not fall in Priority VIII in terms of Clause 3.1(e) in sub-category 'Defence' ('CW').

It is not in dispute that the allotment of seat was cancelled on 16.06.2025, however, Mr. Pratyush Sharma, learned counsel appearing on behalf of petitioner contends that reasons for cancellation were conveyed only on 11.07.2025.

By way of present writ petition, petitioner is seeking admission in B.Tech (Electrical Engineering) Course through Joint Admission Counselling (JAC) 2025.

Ms. Aliza Alam, learned counsel appearing on behalf of respondent no.2/Delhi Technological University (DTU) invites attention of the Court to notice dated 28.07.2025 issued by the Joint Admission Counselling (JAC) Delhi (Annexure-P/15), to contend that even the counseling pertaining to General Category has come to an end inasmuch as all the seats have been filled on 28.07.2025.

As all seats have already been filled through Joint Admission Counselling (JAC) Delhi, therefore, the present petition has been rendered infructuous and is dismissed as such. However, the question raised in the present petition is left open.
