This contempt petition alleges disobedience of an order dated 24 August 2021 which reads thus:

"Mr. Peechara, Learned Counsel seeks 1 weeks‟ time to file the reply to explain as to how the ULB level committee of the NDMC has held that the Petitioner's case is not covered under the provisions of the PM Swanidhi Scheme. The letter communicating the rejection of the Petitioner's application dated 27.07.2021 does not give any reasons as to why the Petitioner's case has not been considered as covered by the said Scheme.

Counter affidavit should specifically disclose and elaborate this aspect. The copies of the relevant noting should also be placed on record wherein this decision has been taken by the ULB level Committee of the NDMC.

Counter affidavit be filed positively within 2 weeks. Rejoinder, if any, be filed before the next date of hearing. List on 22.09.2021."

We find ourselves unable to appreciate how such an alleged inaction could be viewed as willful or deliberate disobedience. 4.
