After some arguments, learned senior counsel for the petitioner wishes to withdraw the present writ petition with liberty to make a representation to the respondents in the first instance though a citizen who is adversely affected by the Policy of the respondents. 2.
With the aforesaid liberty, present writ petition along with the application is dismissed as withdrawn. This Court clarifies that it has not commented on the merits of the controversy. The rights and contentions of all the parties are left open.
