The present petition has been filed seeking following relief: "a) Issue a writ of mandamus directing the Respondents to grant the Petitioner admission under the Business Blasters Scheme 2024-25, in any Delhi State University/College, for the academic session 2025-26 without delay;

b) Direct the Respondents to issue clear guidelines/circulars ensuring admission of the petitioner under the BB Scheme 24, with fixed timelines;"

The learned counsel appearing on behalf of the petitioner submits that the petitioner had applied under the Business Blasters Scheme 2024-25. However, the petitioner has been denied admission on the sole ground that The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above. after 2025 elections the new government had stopped/discontinued the Scheme.

The scheme on which the petitioner has placed reliance is 'Business Blaster Program, 2024-25, which was for admission in the academic years 2023-24 and 2024-25, whereas the petitioner is seeking admission for the academic year 2025-26.

No scheme for the academic year 2025-26 has been placed on record. 7.

This Court is of the view that since the Government has admittedly stopped the Scheme and it is no longer in existence, the petitioner can neither claim any vested right or legitimate expectation under the said Scheme.

Therefore, there is no merit in the petition. Accordingly, the same is dismissed in limine.
