The petitioner has filed the present writ petition challenging an order dated 14.07.2025, by which the respondent has imposed the penalty of removal from service upon him.

The penalty order is admittedly amenable to appeal under Rule 23 of the Central Civil Services (Classification, Control and Appeal) Rules, 1965. However, Mr. Raghavendra Bajaj, learned counsel for the petitioner, submits that the petitioner has also approached this Court in W.P.(C) 3546/2024, inter alia seeking a declaration that he is deemed to W.P.(C) 13991/2025 The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above. have voluntarily retired from the service of the respondent with effect from 17/18.12.2020.

Mr. Bajaj further submits that, in the present case, the proceedings are predicated on interrelated charges.

It is made clear that the petitioner may proceed in appeal without prejudice to his rights and contentions in W.P.(C) 3546/2024. 5.
