The present petition assails Office Memorandum dated 11th September, 2024, whereby Respondent No. 1- Land & Development Office ("L&DO") has temporarily withheld the processing of applications for substitution/ mutation/ NOC/ sale permission in L&DO. 2.

Ms. Avshreya Pratap Singh Rudy, counsel for L&DO, hands over a copy of the communication dated 09th October, 2024 addressed to her, enclosing therewith an Office Memorandum dated 20th September, 2024 indicating that L&DO has now resumed the services.

The said communication reads as follows:

Resuming services of NOC/Substitution/Mutation etc.

of application for Substitution/Mutation/NOC/Sale Permission etc. was withheld keeping in view framing of new guidelines and revamping of online application module.

It is informed that necessary changes have been made in application module of NOC/Substitution/Mutation etc. in e-Dharti Portal. 3.

In view of the above, it is requested that all sections may resume services of NOC/Substitution/Mutation etc. and process applications as was being done earlier. Further, in case of all pending applications which have not been processed/ final letter or NOC has not been issued, applicant may be requested (by e-mail/ online mode on e-Dharti portal) to submit the additional information as per revised application module. 4.

This issues with the approval of Competent Authority." 3.

In view of the above, the relief sought in the present petition already stands redressed.
