The petitioner has approached this Court under Article 226 of the Constitution, challenging a disciplinary order dated 27.08.2025, by which the disciplinary authority has imposed a penalty of reduction to a lower scale by one stage in the time scale of pay for a period of one year upon the petitioner.

The impugned disciplinary order is admittedly appealable under Punjab & Sind Bank Officer Employees' (Discipline & Appeal) Regulations, 1981 (as amended). However, it is submitted by Mr. Apurb Lal, learned counsel for the petitioner, that no witness list was issued with the charge sheet, and no witnesses were called in the inquiry proceedings. Mr. Lal states that he also has various contentions on the merits of the allegations against him.

challenge, both on procedure and merits, can be considered by the Appellate Authority.

In view of these proceedings before the Court, if the appeal is filed within a period of two weeks from today, the Appellate Authority is directed not to dismiss the case on the ground of limitation. The appeal may also be decided as expeditiously as possible. 5.
The writ petition, alongwith the pending application, is disposed of.
