This petition has been filed seeking parole for petitioner, who is incarcerated for an offence related to FIR no. 254/2008, under Section 302 of the Indian Penal Code, 1860 ('IPC'), Police Station Mandawali, Delhi and has been sentenced for life imprisonment.

As per the nominal roll, the period undergone is about 16 years along with remission earned for about two and a half years. 3.

Perusal of the nominal roll would show that parole/furlough has been granted on various occasions in 2014, 2018, 2019, 2020, 2023, 2024 and 2025, and no misconduct has been reported during parole/furlough except for issue which arose during the emergency parole granted in 2021 during COVID-19 The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above.

Pandemic. There is no other intfraction by the petitioner as he has been surrendering in time.

Counsel for petitioner states that the parole is being sought for the purpose of establishing family ties and for the purpose of searching a bride for marriage. The rejection order dated 03rd September 2025 was passed in a mechanical manner without appreciating that the petitioner has been sentenced imprison for life and has undergone actual incarceration for about 17 years and is not involved in any other matter. 5.

Counsel for petitioner states that the petitioner shall be residing along with his brother at F-96, Gali No.3, F-Block, Chand Bagh, Dayalpur NorthEast, Delhi-110094. 6.

In view of the above, this Court sees no impediment in granting parole to the petitioner. The petitioner is enlarged on parole for a period of four weeks from the date of release, subject to furnishing a personal bond in the sum of Rs. 10,000/- (Rupees Ten Thousand only), with one surety of the like amount to the satisfaction of the Jail Superintendent subject to the following conditions:- i. During the period the petitioner remains out on parole, the petitioner shall be at F-96, Gali No.3, F- Block, Chand Bagh, Dayalpur North-East, Delhi-110094 and report to the SHO, Police Station- jurisdiction of Police Station Dayalpur, Delhi on every first and third Saturday at 4.00 P.M. and shall not be kept waiting for more than an hour.

iii. Petitioner shall not indulge in any criminal activity, and shall not communicate with, or come in contact with the complainant/victim or any member of the complainant/victim's family. iv. Petitioner is directed to surrender before the jail authorities at the expiry of the period of parole.
