% 23.07.2019 The petitioner in person seeks permission to withdraw the present petition with liberty to file a fresh petition by raising all the issues raised in the present petition and new issues arose in the meanwhile. Permission is granted as prayed.

The petition is dismissed as withdrawn.

At this stage, petitioner in person submits that he is not in the capacity to engage a counsel, therefore, has prayed this court to provide a legal aid counsel.

Accordingly, Secretary, Delhi High Court Legal Services Committee is directed to provide legal aid counsel to the petitioner to file petition on his behalf.
