This is a writ petition filed under Article 226 of the Constitution of India seeking the following prayer(s): - "a) Issue a writ of mandamus thereby directing the Respondent No.1 and 2 to change the names of adopted parents i.e. Sh. Hari Kishan Kapoor @ H.K. Kapoor as Father and Smt. Usha Kapoor as Mother on place of Biological Parents in the school records of "Samrat Kapoor", studying in Class-IX-D, 2nd Shift, vide Admission No.4819 studying with Respondent No.1 and the Respondent No.3 may kindly also be directed to act accordingly, if required, in the interest of justice." 2.
The brief facts of the matter are that the minor child namely Samrat Kapoor was born on 30.12.2011 from the wedlock of Mr. Anurag Kapoor, son of the petitioner, and Late Ms. Anju Kapoor. Anju Kapoor (mother of the minor child) passed away on 08.04.2023 and thereafter, the minor child was with his father i.e., Mr. Anurag Kapoor.

The petitioner is the grandfather of the minor child, Samrat Kapoor, and subsequently the petitioner and his wife Smt. Usha Kapoor adopted the minor child vide a duly registered Adoption Deed dated 16.05.2024 at the office of Sub-Registrar vide Regn. No. 2024/5/III/361 before Registering Officer, East Preet Vihar, Delhi, executed between the petitioner, his wife and Sh. Anurag Kapoor, father of the minor child. 4.
Thereafter, the petitioner approached the respondent No.1 for changing parents' name of the minor child Samrat Kapoor in his school records and also submits a written request.

On 05.03.2025, the respondent No. 1 wrote a letter to the respondent No. 2 for their opinion regarding the issue of change of parent's name of the minor child Samrat Kapoor in the school records. In reply of which the respondent No. 2 issued a letter/opinion dated 20.03.2025, as per which it an order of the Court is required for changing the names of the parents of the minor child Samrat Kapoor. 6.
Hence, the present petition.

It is an undisputed fact that the petitioner and his wife i.e., Ms. Usha Kapoor, (grandparents of the minor child) have adopted the minor child, Samrat Kapoor, vide duly registered Adoption Deed. 8.
For the said reasons, I am of the view that there is no impediment for the respondent Nos. 1 and 2 to change of the parents' name of the minor child, Samrat Kapoor, to petitioner's and his wife's name in the official record and communicate the same to the respondent No. 3, who shall The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above.
make the necessary changes as the minor child is to appear for exams in the month of February, 2026.

The petitioner shall appear before the respondent No. 1 on 23.01.2026 at 11 a.m. in the office of the Principal for verification of the documents and thereafter, the respondent No. 1 shall do the needful and inform the respondent No. 3 expeditiously and, in any case, not later than 1 week thereafter. The respondent No. 3 shall also take needful steps expeditiously and not later than 1 week after being informed by the respondent No. 1.

The petition is disposed of in the aforesaid terms. 11.
In case the petitioner has any grievance subsequently, the petitioner is at liberty to revive the petition.
