this period, on account of non-receipt of grant amounts from GNCTD, as noted in the order dated 22.08.2025.
3.
In this context, Ms. Aliza Alam, learned counsel for the Government of the National Capital Territory of Delhi ["GNCTD"], on instructions, states that, other than the amount already released to the University, GNCTD has not received any request for release of the balance grant. Communications addressed by Department of Art, Culture and Language, GNCTD to Ms. Alam are taken on record. 4.
Mr. Rupal seeks time to take instructions on this issue, and submits that the dues of petitioners No. 3 and 4 for March 2024 to September 2024 may be deferred until the balance grant is released. 5.
Having heard learned counsel for the parties, I am of the view that the University may be granted further time to make payment of the aforesaid dues. However, such payment cannot be made contingent upon release of the balance grant by GNCTD, in an indefinite timeframe. The University and GNCTD are directed to coordinate to ensure expeditious release of the balance grant amount, in accordance with the Sanction Order dated 09.11.2023, preferably within eight weeks from today. In any event, the University is directed liquidate the dues of petitioners Nos. 3 and 4 for the period March 2024 to September 2024 within three months from today, without prejudice to its claim against GNCTD. 6.
The writ petition is disposed of with these directions.
