O R D E R

1.

The present petition has been filed by the petitioner seeking the following prayers:- "a) To declare and issue a Writ of Mandamus, Certoirari and/or an appropriate writ of similar nature, thereby setting aside/ quashing the illegally opened Look-Out Circular ('LOC') if any, against the Petitioner by the Respondents; and, b) Direct the Respondents to issue 30 days advance notice to the Petitioner in case his presence is required any further for the purpose of ongoing enquiry of the Respondent No.

4; and c) Direct the Respondents to renew the visa of the Petitioner and permit the Petitioner to freely enter and exit India; d) Direct the Respondents to provide information regarding all subsisting LOCs which have been opened against the Petitioner herein; and e) Pass any other order or such further orders as this Hon'ble Court may deem fit and proper in the facts and circumstances for which act of kindness the humble Petitioner as in duty bound shall ever pray." Dr. B.Ramaswamy, learned CGSC appearing on behalf of the respondent/Union of India has handed over an affidavit,wherein it has been averred as under:

"10. The petitioner was duly informed of the existence of the LOC when he was intercepted at the airport on 27 May 2025. Thereafter, he appeared before the ED on two occasions (28 May, 2025 and 6 June 2025) and his statements were recorded. It is, however, incorrect to suggest that the mere appearance of the petitioner before the ED automatically entitles him to cancellation of the LOC. 11.

It is however apprised that after fulfilling its purpose, the above LOC has been withdrawn by the Enforcement Directorate on 14.10.2025."

During the course of hearing, it is confirmed by Mr. B. Ramaswamy, learned CGSC that presently no Look out Circular (LoC) is in subsistence against the petitioner.

As such, the challenge to the LoC, which is the primary prayer of the petitioner in the present petition, has become moot. 5.

In the circumstances, learned senior counsel for the petitioner confines himself to seeking that respondents be directed to expeditiously consider the petitioner's request for issuance of an exit permit. 6.

Let the Foreigners Regional Registration Office, Delhi/respondent no.5 expeditiously consider the said request of the petitioner and take a requisite decision thereof, preferably within a period of 3 weeks from today, under intimation to the petitioner.
