A Writ Petition under Article 226 of Constitution of India read with Section 528 B.N.S.S. has been filed on behalf of the Petitioner for issuing direction to release the Petitioner on Parole for four weeks to maintain social ties in Society and family members.

It is submitted that the Application was filed on 04.06.2025 vide Dispatch No.1025 despite which it has not been decided till date. 3.
Learned counsel on behalf of the Respondent submits that he had enquired and found that the matter is still pending with the Home Department. It is indeed unfortunate that despite repeated observations of this Court, the Executive has failed to discharge its duty, as per the mandate of law.

Considering the circumstances, the Parole is granted to the Petitioner for a period of four weeks on the following terms and conditions: - i. The Petitioner shall furnish a personal bond in the sum of Rs.10,000/- with one surety of the like amount, to the satisfaction The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above. of the Jail Superintendent.
ii. The Petitioner shall report to the SHO of the local area once a week on every Sunday between 10:00 AM to 11:00 AM during the period of Parole.
iii. The Petitioner shall furnish a telephone/mobile number to the Jail Superintendent as well as SHO of local police station, on which he can he contacted, if required. The said telephone number shall be kept active and operational at all the times by the Petitioner.
iv. The Petitioner shall ordinarily reside at the address mentioned in the Petition.
v. Immediately upon the expiry of period of Parole, the Petitioner shall surrender before the Jail Superintendent. vi.
The period of Parole shall be counted from the day when the Petitioner is released from jail.

However, the learned Counsel for the State is hereby directed to bring it to the Notice of the Home Secretary, Delhi about the extreme displeasure on being confronted with similar Petitioners on regular basis and also to convey that if such Applications come in future, Home Secretary, Govt. of NCT of Delhi would be asked to appear in person to explain. 6.
The Writ Petition stands disposed of.
