By way of this writ petition, under Article 226 of the Constitution, the petitioner seeks a direction upon respondent No. 2 - Staff Selection Commission ["SSC"] to issue him an admit card for the Combined Graduate Level Examination, scheduled to be conducted by the SSC from 12.09.2025 to 26.09.2025, for which he has applied. 2.

At the very outset, it appears that the present writ petition ought to have been filed before the Central Administrative Tribunal ["the Tribunal"]. The judgment of the Supreme Court in L. Chandra Kumar v. Union of India [(1997) 3 SCC 261], along with several subsequent decisions, makes it clear that a litigant cannot approach the writ Court at the first instance in respect of matters falling within the jurisdiction of the W.P.(C) 14756/2025 The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above. While relegating the petitioner to his remedies before the Tribunal, I note the submission of Mr. Girish Chander, learned counsel for the petitioner, that the petitioner has submitted his application but has not been issued an admit card. No reasons were communicated at the time of filing the writ petition. However, the petitioner has since been informed that the details of his candidature matches to that of a "debarred candidate".

According to Mr. Chander, the same issue had arisen in an earlier examination but was resolved upon clarification, as the debarred candidate was a different person bearing a similar name and father's name as that of the petitioner.

Having regard to this submission, Ms. Arunima Dwivedi, learned Central Government Standing Counsel for the respondents, is requested to facilitate a meeting between the petitioner or his representative and the concerned official of the SSC during the course of the day, so that the petitioner's grievance may be resolved. In the event the grievance is not resolved during the course of the day, the petitioner may approach the Tribunal.

The writ petition, alongwith pending application, is disposed of with these directions.
