The present petition has been filed by petitioner seeking following reliefs:

"a) Take cognizance of the willful, deliberate, and contumacious acts committed by the Respondent/ Contemnor, RespondentShri Shashvant Saurabh, IAS, Deputy Commissioner, Central Zone, Municipal Corporation of Delhi, and initiate proceedings under Article 215 of the Constitution of India read with Sections 10 & 12 of the Contempt of Courts Act, 1971, for civil contempt;

b) Summon and direct the personal appearance of the said Contemnor before this Hon'ble Court and call upon him to Show cause as to why proceedings for civil contempt should not be initiated against him for disobedience of the orders dated 29.04.2025 and 15.07.2025 passed by this Hon'ble Court in W.P.(C) No. 4364/2025;

c) Declare the revocation order dated 14/07/2025 bearing No. The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above. The Order is downloaded from the DHC Server on 04/10/2025 at 15:15:54

D/166_DC/EE(B)-l/CNZ/2025, issued under Section 338 of the DMC Act, 1957, by the Respondent No.1, as being non-est, null and void ab-initio, having been issued in wilful defiance of judicial restraint and while the matter was sub-judice; d) Direct the restoration of the Petitioners' rights under the original NOC dated 10.03.2025 and grant protection against further adverse action by the Contemnors, during the pendency of W.P.(C) No. 4364/2025;

e) Direct the Contemnors to tender a written, public and unconditional apology to this Hon'ble Court for their wilful disobedience, in such form and manner as may be directed by this Hon'ble Court;

f) Award exemplary costs and pass any further orders, directions or writs as this Hon'ble Court may deem fit, just and proper in the facts and circumstances of the present case, in order to uphold the majesty of law and deter such conduct in the future."

After some submissions, learned counsel appearing on behalf of petitioners seeks to withdraw the present petition with liberty to challenge the order dated 14.07.2025 passed by the respondent MCD, whereby NOC granted for installation of lift in favour of petitioner was revoked. 3.
