In furtherance of question framed in order dated 19.12.2024, after part submissions, both sides request that the issue being essentially a policy decision, it would be appropriate if the decision is taken by the competent authority of the respondent. That being so, the petition is disposed of directing that it be treated as a representation by the competent authority of respondent and appropriate decision be taken within four weeks and the decision to be communicated to the petitioner within one week thereafter. Of course, if aggrieved by that decision, the petitioner shall always have a right to file appropriate proceedings.
