Pursuant to the statement made by Mr. Sameer Vashisht, counsel appearing for respondent no.1 on the previous date i.e. 26th September 2025, it is now stated by Ms. Harshita Nathrani, counsel appearing for Registrar of Cooperative Society ("RCS") that the order for appointment of Administrator was passed on the same date.

Order appointing the Administrator passed by RCS dated 26th September 2025 has been placed on record, which is acknowledged by counsel for petitioner.

By the said order, Mr. Ram Kumar Savant, Section Officer, Home Department, Government of NCT of Delhi, has been appointed as an Administrator-cum-Returning Officer in NTPC Employees CGHS Ltd. It is, however, stated by counsel for petitioner that Administrator has not taken charge and the records have not yet been transferred to him. 5.

Needless to state, the appointment of an Administrator is not an empty formality and has to be taken to its logical conclusion. 6.

Accordingly, the Office of the RCS shall extend all possible assistance in order that the Administrator takes over charge and all the necessary records are transferred to him.

It is further directed that the same shall be done within the next three weeks.

In view of these directions and observations, the present petition is disposed of.

Pending applications, if any, are rendered infructuous. 10.
