This application has been filed for granting permission to the petitioner to be represented through his elder brother, Mr. Dilip Kumar Pandey, on his behalf to present the documents of petitioner during the ensuing Survey at the place of vending in Sarojini Nagar Market, New Delhi. 4.
It is stated by counsel for petitioner that petitioner met with an accident, and was admitted to hospital and has been advised bed rest for 6 months.

petitioner in this proceedings, submits, that only permission is required that since petitioner is admitted to hospital and on bed rest, his elder brother be permitted to present documents on behalf of petitioner. 6.
It is made clear by Mr. Sahoo that Mr. Dilip Kumar Pandey is not seeking any rights with respect to this vending place instead of his brother, the petitioner herein.

On this undertaking, the application is allowed to the limited extent as has been prayed for.
