The petitioners are persons with disability [visual impairment] who have applied for the recruitment as Customer Service Associates in participating banks, pursuant to a notification bearing No. "CRP CSA - XV" dated 01.08.2025 issued by the respondent No.1 - Institute of Banking Personnel Selection ["IBPS"].

The notification contained detailed guidelines applicable to Persons with Disabilities ["PwD"], including provisions relating to the facility of scribes and compensatory time. It also referred to the guidelines dated 26.02.2013 issued by the Government of India, Ministry of Social Justice and Empowerment, Department of Disability Affairs, the clarification dated 26.04.2013 issued by the Government of India, Ministry of W.P.(C) 15182/2025 Page 1 of 3 The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above.

Finance, Department of Financial Services, as well as an Office Memorandum ["OM"] dated 10.08.2022 issued by the Government of India, Ministry of Social Justice and Empowerment, Department of Empowerment of Persons with Disabilities (Divyangjan). 3.

In the present writ petition, the petitioners have assailed a corrigendum dated 26.08.2025, by which the aforesaid guidelines were revised pursuant to the OM dated 01.08.2025 issued by the Department of Empowerment of Persons with Disabilities (Divyangjan). 4.

Mr. S.K. Rungta, learned Senior Counsel for the petitioners, states at the outset, that IBPS has issued a notice yesterday [25.09.2025], whereby the corrigendum dated 26.08.2025 has been withdrawn in view of subsequent Office Memoranda dated 10.09.2025 and 12.09.2025 [erroneously mentioned therein as 22.09.2025] issued by the Government of India. A copy of the said notice has been handed up in Court, and is taken on record. It reads as follow:

NOTICE FOR PwD CANDIDATES With reference to the captioned Notification, Corrigendum dated 26.08.2025 issued regarding 'Guidelines for Persons with Disabilities' stands withdrawn in the light of O.M.F.No. P-13013/75/2023-PolicyDD-III dated 10.09.2025 and 22.09.2025 issued by Government of India, Ministry of Social Justice & Empowerment, Department of Empowerment of Persons with Disabilities (Divyangjan). Accordingly, the facility of Scribe/Compensatory time for eligible Persons with Benchmark Disabilities/Specified Disabilities (PwBD/PwSD) candidates is allowed as per the Guidelines mentioned in the Notification dated 01.08.2025 for CRP CSA XV." 5.

Having regard to the fact that IBPS has reinstated the guidelines contained in the original advertisement bearing No. "CRP CSA-XV" dated 01.08.2025, Mr. Rungta submits that no further orders are called for in this writ petition.

The writ petition, alongwith pending application, is accordingly disposed of.

As today is the first date of hearing and IBPS is not represented, Mr. Vinay Yadav, learned Central Government Standing Counsel, is requested to ensure that a copy of this order is communicated to IBPS during the course of the day, so that necessary consequential steps may be taken.
