Learned counsel for the Petitioner states that the FIR in this case was registered on 17.04.2007; however, since the accused was absconding, he was declared as a proclaimed offender vide Order dated 04.08.2009 passed by learned ACMM, Patiala House Courts, New Delhi. The investigation was delayed and the charge-sheet was filed in the year 2009; however, cognizance has been taken in the year 2019.

She states that thereafter the accused has been apprehended on 22.05.2019; She states that supplementary charge-sheet qua the Petitioner has been filed in the year 2022. However, till date charges have not been framed in this matter.

She states that though arguments on charge have been addressed on several occasions between 2019 and 2024, due to long adjournments and W.P.(CRL) 3399/2024 The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above. frequent change of Presiding Officer(s), charges have not been framed till date.

She states that the last date of hearing in this matter before the Trial Court was 24.01.2025 and the next date is 14.08.2025. 5.

She states thus though the matter is almost 18 years old, charges are not being framed till date.

In the facts noted hereinabove, the prayer in the writ petition seeking direction to the Trial Court to expedite and conclude the trial, are made out. 7.

The Trial Court is directed to send a progress report to this Court at least two (2) before the next date of hearing. 8.

The Trial Court is directed to complete the stage of framing of charges within four (4) weeks from 14.08.2025; the date already fixed in this matter.

In addition, the State is directed to file an application before the Trial Court within two (2) weeks to apprise the Trial Court about passing of this Order.

With the aforesaid directions, the petition is disposed of. 11.

List for compliance on 24.09.2025.

Copy of this order be sent to the Trial Court in which FIR No. 87/2007 dated 17.04.2007 registered at PS Chanakyapuri under Sections 419/420/467 /468/471/120B/174A IPC read with Section 12 of Passport Act is pending adjudication.
