After some hearing, with the consent of respective counsel for the parties, following directions are issued:- (i) The impugned policy/ circular dated 13.09.2025 shall be kept in abeyance and the matter shall be re-examined by the respondents after considering the representations of the petitioner herein and other stake holders..

(ii) The respondents shall fix timelines to enable the stakeholders to submit their representations. All the stakeholders shall adhere to the said timeline.

(iii) Thereafter a common hearing be scheduled by the respondents during which a brief opportunity shall be given to the stakeholders to make their submissions. A reasoned order shall be passed thereafter after taking into account all relevant aspects of the matter. 2.

Needless to say, the above shall be subject to the legal rights and remedies of the petitioner/ stake holders, if they are dissatisfied with the outcome of the aforesaid exercise.

It is made clear that the above directions shall not be construed as an expression of this Court on the merits of the controversy. 4.
