Learned counsel for the petitioner, at this stage, confines his prayer only to the extent of directing the respondents to decide the pending representation. (Annexure P-1).

the petitioner in order to participate in the counselling, the Court finds that the respondents at the first instance are required to deal with the representation, in accordance with law.

Accordingly the instant writ petition is disposed of with the following direction:- (i) Let the respondents to decide the pending representation made by the petitioner (Annexure P-1) within a period of six weeks from the date of receipt of the copy of the order passed today. If the respondents finds that the petitioner is entitled for refund, let the refund be remitted immediately. 7.

The petition stands disposed of. All rights and contentions are left open.
