After making brief submissions, learned counsel appearing on behalf of the petitioner seeks leave to withdraw the instant petition with liberty to approach the respondent-UGC by way of a fresh representation and in case, the grievance of the petitioner is still not mitigated, the petitioner further seeks liberty to approach the jurisdictional High Court. 2.
Leave and liberty, as prayed, is granted.

Accordingly, the instant petition along with pending application is dismissed as withdrawn.
