O R D E R

The present writ petition has been filed seeking directions to the respondents to consolidate all the fines pending against vehicle bearing No. DL10CE7267, and facilitate the adjudication of all such fines, pertaining to challans of the aforesaid vehicle by a single authority. 2.

When the matter was listed for hearing on 10th October, 2025, the following order came to be passed:

respondents to consolidate all fines pending against the vehicle bearing No. DL10CE7267, and facilitate the adjudication of all such fines, pertaining to challans of the aforesaid vehicle, by a single authority.

Learned counsel for the petitioners submits that the petitioners had purchased the vehicle in question, and have already taken the same to the State of Kerala. It is submitted that they intend to complete the registration process in the State of Kerala. However, the petitioners have been unable to do the same, as there are a number of traffic challans pending in the Delhi/ National Capital Region ("NCR") area, with respect to the said vehicle. It is submitted that there are at least 114 challans, with fines amounting to over Rs.1,70,000/-, in various jurisdictions in the National Capital Territory ("NCT") of Delhi.

It is submitted that the petitioners are ready to pay the said challans, however, they are unable to do the same, as the said challans are reflected on the phone number of the previous owner, which is not accessible to the petitioners.

Issue notice. Notice is accepted by the learned counsel appearing for respondent nos. 1 and 2.

Issue notice to respondent no.3, by all modes, upon filing of the process fee.

Learned counsel appearing for respondent nos. 1 and 3, is directed to take instructions as to whether the consolidated list of approximately 114 challans pending against the vehicle in question, can be provided to the petitioners. Further, as to whether the petitioners can deposit the said challans in a physical manner, on account of the fact that they would not be able to deposit the challan online, since their phone number is not reflected in the online portal. 9.

Further, respondent nos. 1 and 3 shall also take instructions with regard to the prayer of the petitioners to deposit the said challans in a single window, as the said challans have been issued under various jurisdictions in Delhi/NCR.

For instructions on behalf of the respondent nos. 1 and 3, renotify on 15th October, 2025." 3.

Today, learned counsel appearing for the respondents submits that he has taken instructions and has handed over to this Court, a summary of all the pending notices against the vehicle in question. The said summary is taken on record.

As per the documents handed over to this Court, there are total of 107 The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above.

Challans. He submits that that as far as 107 Challans are concerned, they can be paid online by following the steps, with regard to which, the respondents have handed over the document, which is also taken on record. 5.

With regard to three Challans, which are at serial nos. 108 to 110 of the list handed over by learned counsel appearing for the respondents, two Challans are pending before the Rohini Courts, and one Challan is pending before the Saket Courts. As regards the aforesaid three Challans, which are pending before the aforesaid Courts, the petitioners shall have to visit the Courts physically.

Accordingly, the petitioners are directed to deposit the Challans from serial nos. 1 to 107, by following the steps as given by learned counsel appearing for the respondents.

In case, the petitioners face any difficulty in depositing the said Challans through online process, learned counsel appearing for the petitioners shall be at liberty to contact learned counsel appearing for the respondent on the phone and E-mail, which is reflected in today's order. 8.

As regards the Challans at serial nos. 108 to 110, the petitioners shall visit the said Courts physically and deposit the Challans accordingly. 9.

After all the Challans are paid by the petitioners, a fresh No Objection Certificate ("NOC") shall be provided to the petitioner for the purposes of registration of the vehicle of the petitioners in the state of Kerala. 10.
