Issue notice. Mr. Tushar Sannu, learned counsel, accepts notice on behalf of Government of National Capital Territory of Delhi ["GNCTD"]. Mr. Shashi Pratap Singh, learned counsel, accepts notice on behalf of Delhi Development Authority ["DDA"].

The petitioner claims to be the owner of land ad-measuring 13 Bighas 15 Biswas [Khasras Nos. 837 (4-16), 838 (4-16) & 839/2 (4-3)] situated in the revenue estate of Village Satbari, Tehsil Saket, Delhi ["subject land"]. He seeks a direction upon the respondents to carry out the demarcation of the subject land.

urbanised by notification dated 20.11.2019, there exists a jurisdictional ambiguity regarding whether the demarcation exercise is to be undertaken by DDA or GNCTD.

As far as this aspect is concerned, in Luv Nagpal & Anr. v. Govt. of NCT of Delhi [W.P.(C) 13567/2025, decided on 03.09.2025], the Court directed GNCTD and DDA to conduct the demarcation exercise jointly in the presence of the petitioners or their representatives, so that the process is not held up pending resolution of the jurisdictional issue. 5.

The same approach has been followed in subsequent decisions, including Rajender Singh & Anr v. SDM Revenue Assistant Mehrauli [W.P.(C) 14600/2025, decided on 08.10.2025] 6.

Learned counsel for the respondents submit that the present writ petition may also be disposed of on the same terms. 7.

The writ petition is, therefore, disposed of with the direction that the demarcation exercise in respect of the subject land will be carried out through a third-party agency, in co-ordination between GNCTD and DDA, within a period of six months from today. The petitioner or his representative will be associated with the demarcation exercise, and the expenses thereof shall be borne by the petitioner. 8.

It is made clear that the aforesaid directions are subject to any orders passed by the Full Bench in Original Reference No. 1/2024. It is further clarified that this order is passed without prejudice to the rights and contentions of GNCTD and DDA in the said reference.
